FIELD PROJECT OFFICER

OVERVIEW:

Global Communities is an international development non-profit organization. Our mission is to create long-lasting, positive and community-led change that improves the lives and livelihoods of vulnerable people across the globe.

Global Communities is seeking a Field Project Officer for the USAID-funded Up to Youth Activity, which will address youth vulnerable to social exclusion by mobilizing and engaging youth in meaningful ways to effect positive change. Up to Youth commenced its activities on April 2019 and works in nine selected municipalities in Kosovo to mobilize youth to be forces for positive change. The following are the three specific objectives of Up to Youth:

Objective 1: Mobilizes youth to be forces for positive change by focusing on identifying, recognizing and bringing together vulnerable youth who have the potential and will for positive change.

Objective 2: Develops and demonstrates life/soft skills among youth by preparing youth with the necessary skills to engage in meaningful ways and play active roles in their municipal and/or national economy.

Objective 3: Develops, builds and supports resilience partners in fostering an environment for youth to engage in a positive and meaningful way.

RESPONSIBILITIES:

Based in either Mitrovicë Jugore/Južna Mitrovica, Vushtrri/Vučitrn or Skenderaj/Srbica, the Field Project Officer will work across program objectives to coordinate and support the implementation of specific activities. More specifically, the Field Project Officer will:

  • Act as focal point for the management team, to collect, analyze and report the field based data that ensure the best program implementation practices are implemented and guide for necessary re-alignments, which ensure professionalism within both the internal and external business environments of Up to Youth;
  • Liaise with senior technical leads, the Project Officer(s) and the rest of the team to coordinate and support the implementation of activities;
  • Assist senior technical leads in working with youth at the community level to hold reflective dialogues and organize activities (trainings, events, social change fund intervention, coordination meetings, etc);
  • Coordinate logistics and procurement for meetings, trainings, events and any other activities relating to the project’s implementation and acts as a co-facilitator;
  • Build strong relationships with local youth and youth stakeholders in target areas;
  • Attend and support youth-led events in the target areas;
  • Support outreach to youth with disabilities and build relationships with all organizations that support Youth with Disabilities in the target areas;
  • Perform data collection activities in close coordination with the Monitoring, Evaluation and Learning (MEL) team;
  • Act as Mentor for technical field-based youth interns as they engage in assisting the team with the activities in the field;
  • Assist senior technical leads in implementation of various youth led participatory analyses, youth/community asset mapping;
  • Liaise with relevant stakeholders at municipal level, including local government entities to ensure meaningful participation of youth at local governance processes;
  • Assist the Community Youth Liaison on issues related to the Youth Support Network (YSN);
  • Lead the process of Social Change Fund (SCF) Initiatives implementation within the three municipalities of Mitrovicë Jugore/Južna Mitrovica, Vushtrri/Vučitrn or Skenderaj/Srbica;
  • Maintain all technical and administrative documentation on initiatives supported through the program’s Social Change Fund, as well as other program activities;
  • Provide feedback and support to Social Change Fund applications, as required;
  • Other duties as assigned by supervisor.

REPORTS DIRECTLY TO: Team Lead, Youth Mobilization

KNOWLEDGE, SKILLS AND ABILITIES:

The Field Project Officer will join the existing technical team that operates both from Up to Youth’s office in Pristina, as well as field-based team who operate from the field offices in the target municipalities.

The position is considered of a significant importance to the activity and therefore it requires relevant educational background and expertise in the field of positive youth development. We are seeking aconfident and persuasive communicator, skilled in communication with a variety of people within different business, social levels and ethnic groups. Secondly, we are looking for someone with field-tested capacity to oversee and implement general support operations, handle field petty cash, conduct assessments, planning, implementation and monitoring and evaluation. The incumbent’s ability to perform normally in stressful conditions and in changing environment is of paramount importance.

QUALIFICATIONS:

  • University degree (BA or BS) is preferred;
  • Demonstrated experience and background working on complex youth development programs. Familiarity with positive youth development concept is a plus;
  • Excellent communication and team-building (including online communication through various social media platforms);
  • History of working effectively and respectfully with local government communities, NGOs, multi-ethnic groups, international actors and other partners in multi ethnic setting;
  • Knowledge of English, written and spoken skills, Albanian or other local languages are strongly preferred;
  • A community member living in one of the municipalities of Mitrovicë Jugore/Južna Mitrovica, Vushtrri/Vučitrn or Skenderaj/Srbica is preferred;
  • Commitment to young people and an understanding of the factors affecting their lives;
  • Driving license and ability to travel throughout Kosovo;
  • Solid computer knowledge.
  • Self-motivated and able to meet tight deadlines;
  • Ability to prioritize and multi-task in a fast-paced environment;
