- PROJECT BACKGROUND:
USAID’s Kosovo Municipal Integrity activity addresses long-standing challenges related to corruption and poor-quality service delivery by the Government of Kosovo by enhancing Public Finance Management (PFM), with a focus on public procurement, and by reinforcing accountability mechanisms both within government and outside of government through civil society, the private sector, and media.
The four objectives of this activity are:
- National accountability agencies provide more effective and coordinated financial oversight.
- Governments increase use of good practices in budget planning, public procurement, and contract management.
- Government advances norms and practices that support internal audit and accountability.
- Civil society, media, and the private sector improve the integrity of public and private sector actors in public procurement.
2. ROLE’S PURPOSE:
The Systems/Governance Framework Specialist will work with KMI’s central and municipal partners and KMI Objectives 1, 2, 3 and 4 to advice on e-solution activities aiming at improving organizational efficiency and quality of service delivery as well as to increase effectiveness of cross-agency cooperation and data exchange. In close cooperation with KMI leadership and objective leads he/she will develop KMI’s strategic vision on promoting e-solutions as an effective approach to modernizing government operation for providing timely and quality services to citizens of Kosovo. Systems/Governance Framework Specialist will primarily work under reporting line to Chief of Party (COP) however for specific objective activities, this position will report to relevant KMI Objective Leads.
The special reporting line for Objective 1 lead is defined due to specific role of this position in implementing
e solutions with central and local government institutions.
OBJECTIVES:
- Working with all 4 Objective leads to plan design and implementation of e-solution activities and assist in presenting with central and local government partners.
- Leading /managing implementation of all already launched and future e-solution activities including but not limited supervision of technical aspects of the following:
- Upgrading of the e-procurement system through change management (in line with Public Procurement Regulatory Commission (PPRC) Module rollout plan).
- Implementing open contracting data standard Open Contracting Data Standards (OCDS), including implementation of digital Signature and e-payment, and provide recommendations.
- Supporting the functioning of PPRC’s e-procurement Steering Committee.
- Supporting PPRC Information Technology to determine critical e-procurement processes and identify gaps.
- Reviewing and re-designing complicated or unsatisfactory business processes, writing. business requirement documents related to the e-Procurement system.
- Supporting PPRC, Monitoring Department on enhancing automated risk selection module.
- Defining the list of reports needed for e-Procurement system analysis and supporting PPRC with overall e-procurement system enhancement.
- Coordinating with PPRC, municipalities, Ministry of Health (MoH) and Ministry of Finance, Labor and Transfers (MoFLT) - Treasury Department for functioning of interoperability between e-procurement platform and Kosovo Financial Management Information System (KFMIS).
- Assisting and Coordination for relevant stakeholders Ministry of Local Governance Administration (MLGA), PPRC, Kosova Business Registration Agency (KBRA), MOFLT for OCDS Application Program Interface (API) and Municipal budget.
- Assisting upgrading and/or developing digital tools for monitoring public procurement.
- Formulating a detailed plan and strategy for Economic Operators (EO) system enhancement as well as designing TOR (Terms of Reference) for various aspects of system development.
- Monitoring the implementation and functionalization of the system to ensure its effectiveness.
- Representing KMI on all discussions related to e-solutions on central and local government levels and advise on relevant decisions.
- On behalf of KMI delivering presentations to central and local government level partners on e- solution models and details of design and implementation.
- Developing ToRs for e-solution activities, contributing to procurement documentation in relation to specific details as well as participating in the selection committee to choose the relevant vendor.
- Contributing to drafting Scope of Works (SOWs) for STTAs to provide support on e-solution activities as well as participate in selection committees.
- In close coordination with Objective leads managing Short Term Technical Assistance (STTA) assignments on part of implementing e-solution details.
- Analyze of administrative processes (SOPs, plans, forms, etc.) in the focus institutions and see the possibility of converting them into e-solutions.
- Analyze of the systems/processes applicable in the focus institutions and provide possibilities for the connection/interoperability with the current government systems (e-procurement, e-Kosova, KFMIS), Human Resource Management Information System (HRMIS), etc.
- Participating in KMI internal Pause & Reflect sessions to advise on all aspects of e solution activities.
- Contributing to weekly, quarterly, and annual reports as well as to work plan development and implementation.
- Other related tasks as identified as priority for USAID, KMI and/or for central and local government partners.
3. QUALIFICATIONS:
- Bachelor’s degree in information technology, Computer Science, or a related field; advanced degree preferred.
- At least 10 years of relevant work experience in accordance to above indicated tasks.
- International experience in relation to above indicated tasks is an advantage.
- 5+ years’ experience a supervisory capacity, preferably within business intelligence or data analysis.
- Work experience in complex e solutions in addition to government systems banks and private sector is advantage.
- Experience in drafting business requirement documents, TORs, SOWs, and procurement documentation related to IT solutions.
- Experience of designing e -solutions together with data security systems
- Good management, analytical, problem-solving and communication skills
- Knowledge of Information Technology Infrastructure Library (ITIL) / Information Technology Service Management (ITSM) IT service management
- Experience with e-procurement system is advantage.
4. REPORTING:
This position will report to the COP. For specific objective activities, this position will report to relevant KMI Objective Leads.
