The Integrated Health Services (IHS) project, funded by the Swiss Agency for Development and Cooperation (SDC), is supporting the implementation of the national health sector reform agenda.
The four-year project, will focus on secondary healthcare and its interlinkage with primary health care in Kosovo, ensuring qualitative, affordable, and integrated care to patients with Non-Communicable Disease conditions with a special focus on vulnerable population groups. The project is implemented by the Swiss Tropical and Public Health Institute.

Procurement and Logistics Officer
Job summary:.
To ensure all procurement and logistical aspects of the project are coordinated for maximum efficiency at national, regional and facility levels
Key responsibilities:
- Oversee the establishment and implementation of transparent procurement processes that comply with project’s manual and with Kosovo procurement regulations;
- Work with national stakeholders to confirm specifications for any refurbishment and procurement of equipment or services provided by the project;
- Ensure timely disbursement of project assets including the equipment for health facilities supported from the project, and ensuring that relative documentation is complete;
- Management of contracts for the implementation of project activities, including Quality Improvement Projects (QIPs), digital solutions for enhancing service provision, infrastructure rehabilitation, goods and services;
- Provide logistical support for project activities including the organization of workshops, training events, supporting working groups/meetings etc. across all project’s outputs;
- Coordinate the distribution of procured supplies according to the defined details and in full compliance with the office manual;
- Coordinate evaluation and assessment of rehabilitation and equipment provided by the project to its partners (at each level of intervention);
- Support Administrative officer to maintain procurement records and register of assets;
- Collaborate and support project technical experts (team and consultants) and have regular consultations with them in the view of the preparation of specific procurement documents as well as for ensuring coherent planning procedures for procurement and contracting aspects of the work;
- Provide technical support for Management Board at the level of General Hospital (GH) to ensure that assets provided to them by the project are managed according to project procedures and that adequate records are maintained at the appropriate level (facility and/or KHUCS);
- Assist project Health Experts to establish and maintain effective working relationships with stake holders at the central (MoH/KHUCS) and facility (GH) level;
- Support the Administrative Officer to negotiate and manage framework contracts for project activities, including QIPs, digital solutions, infrastructure rehabilitation, good and services in accordance with agreed working plans
Key competencies:
- Minimum of 10 years of experience as a Logistic Officer for an international implementing agency;
- In-depth knowledge of current guidelines/regulations guiding procurement practices in compliance with the country legal framework;
- Demonstrated ability to work in a changing, multicultural environment and establish harmonious and effective working relationships and teambuilding; excellent interpersonal skills;
- Competent in core IT applications, particularly MS Office;
- Strong written and oral skills in English, Albanian and Serbian;
- Full Driving licence and willingness to travel as required
