Monitoring and Evaluation Specialist / National Alternative Care Advisor

SOS Children’s Villages is a non-governmental organization, social development organization, which is active in the field of Children’s Rights by supporting their needs and concerns since 1999, offering to children without parental care and in risk of losing parental care, a stable home and solid preparation for an independent life. To fulfill its mission, the organization is seeking to hire a Monitoring & Evaluation Specialist / National Alternative Care Advisor.
As a Monitoring & Evaluation Specialist and member of the National Programme Development Department, this position contributes to the designing, coordinating and implementing the monitoring and evaluation framework of programmes and projects ensuring their timely implementation and compliance with the initial parameters of the proposed framework of programmes and projects.
As an Alternative Care Advisor the position holder is responsible for setting and achieving the strategic objectives and targets of the MA (Member Association) in the rea of Alternative Care and provides technical expertise and substantially leads the managers of units and projects of SOS Children's Villages in the planning, implementation and monitoring of programme interventions in the area of Alternative Care.
Key responsibilities Monitoring and evaluation:
- Supports the MissionAssociation in developing and maintaining a monitoring, evaluation and learning system
- Optimises and standardises the M&E using the tools of RBM in all programmes of the Children’s Villages
- Follows up on the implementation of other systems or tools of M&E
- Ensures the programme development is in line with RBM system
- Supports the development of needs assessment in the CV locations
- Oversees the external consultants, programme department co-workers working in the field and projects in the area of M&E
- Monitors and supports quality data entry in the systems
National Alternative Care
- Contributes in annual and strategic planning and monitoring of the progress towards objectives
- Under the supervision of the National Programme Development Director and in cooperation with other programme advisors, actively contributes in implementation of programme policies of the organisation
- Supports the NPDD in conducting CRSA and feasibility studies and takes part in development of programme concepts and proposals for further approval
- Offers technical expertise when establishing new programme units and interventions in existing ones
- In cooperation with the NPDD takes part in developing programme concepts and detailed projects to ensure quality standards are included in all concepts and projects of the organisation
- Offers guidance to the programme unit leaders on the content regarding planning, budgeting and reporting of programme interventions
COMPETENCES – KNOWLEDGE, SKILLS, ABILITIES:
- Knowledge of professional quality care standards and developments in psycho- social fields;
- Knowledge and understanding of children’s rights and rights-based approaches in the development of programmes;
- Awareness and understanding of social development issues including gender, education, health, etc.;
- Knowledge of local professional psycho-social network;
- Strong communication skills;
- Knowledge in budget development;
- Knowledge in project management, planning, monitoring and evaluation;
- Knowledge in developing and coordinating implementation of M&E systems, processes and tools
- Experience in conducting and/or managing project evaluations and related methodology (quantitative and qualitative)
- Knowledge of Results Based Management and/or Project Cycle Management
- Strong communication skills
- Well-developed training, facilitation and presentation skills
- Computer literacy(MS Office)
MUST CRITERIA:
- Bachelor degree in a relevant subject area, e.g. social sciences, development studies, community development, public policy etc
- At least 3 years of monitoring and evaluation experience as well as programme work in the field of social development
- Very good command of English, written and spoken
- Motivation to work in the area focused in children, youth and families
- Willingness to live and role-model our organizational values and culture
PREFERRED ADDITIONAL CRITERIA:
- Knowledge of national policy developments in the area of child welfare;
- Experience in advising and consulting work;
- Knowledge of project cycle management;
- Experience and readiness to work in team;
- Good overall experience in local professional psycho-social network;
- Willingness for professional development;
- Driving licence.
