Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is announcing the following:

Call for expressions of interest

The GIZ Office in Kosovo is planning to launch a tender for “Development of Driving Schools and Professionals Licensing System (DSPLS)”for the Ministry of Environment, Spatial Planning, and Infrastructure (MESPI) with the aim to streamline and digitalize licensing of driving schools, driving school professional lecturers, driving instructors, theoretical and practical examiners. The envisioned digital solution is foreseen to establish a centralized platform catering to all stakeholders involved. This system will facilitate interaction among applicants, decision- making authorities, and other pertinent parties. Its primary aim is to enhance work flow mechanisms and guarantee transparency at every stage of the licensing procedure.

Interested service providers (companies) are invited to submit the following:

1. General overview or description of the organization (max 2 pages)
2. Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details(name, postal address bank information, etc.);
3. Average annual turnover for the last three fiscal years, at least 90,000 Euros/annually.
   Confirmation from the Tax Administration of Kosova is required.
4. The number of employees including managing staff is at least 5 people. CVs of core professional team and the Team Leader should be submitted.
5. Proven experience in similar software development in the last 3 years (at least 2 references/projects) and
6. Proven experience working in similar software development project sin Kosovo in the last3 years (at least 2 references/projects)

All documents must be submitted in English language but do not need to be verified by a court translator and
simple copy of documents is sufficient. All documents must be submitted in English language.

Interested companies are invited to submit their electronic application in English language. The deadline for

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender
procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any
time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
