Senior Program Manager
The National Democratic Institute in Kosovo (NDI) seeks to hire a Senior Program Manager to develop, implement and oversee parliamentary strengthening programs. The Senior Program Manager will report to NDI’s Deputy Director. The position is based in Prishtina and would require occasional travel within the country.
This position is contingent on funding. Responsibilities:
- Contribute to the planning, design and evaluation of NDI’s parliamentary strengthening programming
- Provide assistance and team leadership in day-to-day internal management of program activities
- Provide advice, guidance, technical assistance and capacity building for program beneficiaries, and NDI staff, as needed
- Build and maintain collaborative working relationships with and serve as a resource for members of parliament, parliamentary staff, executive officials, independent institutions, donor and implementers community, civil society activists, and other relevant stakeholders
- Represent NDI at local and international conferences and meetings
- Monitor programs to determine that programmatic goals are achieved and that operational and reporting requirements are adhered to
- Ensure the drafting and timely submission of program activity reports and monitoring and evaluation data, and provide periodic political and legislative updates
- Ensure adherence to NDI legal, financial and human resource policies and procedures, as well as adherence to donor regulations
- Consult regularly with DC staff on program progress and submit timely field reports to the country representative and NDI/Washington that monitor and measure program results and political developments
Qualifications:
- Master’s degree, preferably in Law, or related subject;
- Minimum five (5) years substantive professional experience in a political or civic engagement field, program management, proposal writing and financial management experience required, with experience implementing US government-funded programs preferred
- Demonstrated ability to work effectively with members of the parliament, assembly administration and civic leaders as well as members of the donor and diplomatic community
- Exceptional knowledge of Kosovo’s political environment, and institutional and legal framework
- Exceptional analytical skills for interpreting complex political and legislative issues, and to think innovatively and introduce new concepts
- Superior oral communications skills to effectively present information, respond to questions and negotiate
- Superior writing skills, clear, persuasive, and experienced enough to edit all types of team documents
- Demonstrated leadership capacity and ability to work as a member of a team
- Ability to adjust programmatic activities based on changing political circumstances and in response to needs articulated by local partners and program stakeholders
- Working knowledge of PC-based word processing and spreadsheet applications
- Experience with Google Apps (Gmail, Calendar, Google Drive, G+, etc.) strongly desired
- Seasoned budget and accounting skills
- Oral and written fluency in Albanian and English is required, knowledge of Serbian language or languages of other non-majority communities is desirable
