Invitation to Join Expert Roster: Legal, Research, Training, and Evaluation Services

Place: Prishtina

  1. Background Information

Terre des hommes Lausanne Foundation in Kosova (TdhK) is a Non-Governmental Organisation working consistently on strengthening the national and local child protection system, to ensure qualitative delivery of services including inclusion of socially marginalized groups. Areas of expertise range from direct psycho-social interventions with vulnerable children, their family, and communities to empowerment of local, regional, to strengthening national level policies and institutions, with a view of delivering child-sensitive services through adequate structures, policies, standards, budgeting and procedures.

TdhK has three main programs of interventions: 1) Child Protection 2) Migration and Anti-Trafficking and 3) Juvenile Justice.

At the same time, TdhK through its programs supports institutions in strengthening the child protection system through:

  1. Engagement in policy interventions and/or dialogue with Ministries, Parliament Committees, Academic Institutions and other important actors;
  2. Supporting the efforts to implement the Child Protection Law and the Juvenile Justice Code, through the drafting of all by-laws and relevant documents derived from them;
  3. Supporting the capacities of the structures within the national child protection system and
  4. Piloting new social service policies with a view of lesson learning and/or replication.

  1. Duties and responsibilities

1. Policy and Legal Framework Development

  • Draft, review, and amend:
    • Bylaws, sub-legal acts, legal provisions, and legislative amendments
    • Working protocols, standard operating procedures (SOPs), and guidelines
  • Thematic areas:
    • Juvenile justice
    • Education (including early childhood development)
    • Child protection and social services
    • Migration and asylum
    • Anti-trafficking in human beings
    • Youth empowerment and reintegration
    • Prevention of gender-based violence (GBV) and domestic violence
    • Non-discrimination and minority rights (e.g., antigypsyism)
    • Prevention of violent extremism and radicalization
    • Develop policy papers, strategic plans, and transnational cooperation protocols aligned with international human rights frameworks.

2. Capacity Building and Training

  • Design and deliver customized training modules and programs for:
    • Child protection and social work professionals
    • Education staff and early childhood educators
    • Juvenile justice actors, including legal and correctional staff
    • Migration, asylum, and anti-trafficking stakeholders
    • Youth programs and reintegration services
    • Community-Based Organizations (CBOs) and service providers
    • Prevention and response to GBV and domestic violence
  • Support accreditation processes for training modules and institutions.
  • Conduct training of trainers (ToT) and mentoring/coaching of service providers.

3. Research, Evaluation, and Needs Assessments

  • Conduct external evaluations (baseline, midline, endline, impact) of programs and projects in:
    • Child protection
    • Education
    • Juvenile justice and reintegration
    • Migration and anti-trafficking
    • Youth development
    • Prevention of GBV and discrimination
  • Carry out comprehensive needs assessments and feasibility studies for:
    • Institutional capacity building
    • CBO strengthening
    • Access to education and social services
  • Utilize diverse research methodologies, including:
    • Qualitative and quantitative methods
    • Grounded theory and empirical research approaches

4. Transnational and International Cooperation

  • Develop transnational protocols, joint procedures, and coordination mechanisms between countries in:
    • Child protection and juvenile justice
    • Migration and anti-trafficking
    • Provide expertise on international legal frameworks, including EU regulations, UN conventions, and regional instruments.

REQUIREMENTS AND QUALIFICATIONS

1. Educational Background

  • A university degree (Bachelor’s or Master’s) in one or more of the following fields:
    • Law, Public Administration, Social Sciences, Political Science
    • Education, Psychology, Social Work, or Child Development
    • Human Rights, Criminology, International Relations
    • Communication, Media, or Public Relations
    • Information Technology or Software Development (for digital solutions experts)
  • Advanced degrees (Master’s or PhD) are an asset and may be required for certain assignments.

2. Professional Experience

  • A minimum of 5 years of relevant professional experience in one or more of the following areas:
    • Drafting legislation, policy analysis, and legal reform
    • Designing and delivering capacity-building or training programs
    • Conducting research, needs assessments, or program evaluations
    • Developing and implementing advocacy or communication strategies
    • Working with vulnerable populations, particularly children, youth, and marginalized groups
    • Experience with donor-funded projects (UNICEF, EU, USAID, etc.) is an asset.

3. Technical Skills and Competencies

  • Proven experience in one or more of the following:
    • Legislative drafting, policy development, or regulatory analysis
    • Training design, curriculum development, and adult learning principles
    • Data collection, analysis, and reporting (qualitative and quantitative methods)
    • Development of communication materials and social behavior change strategies
    • Facilitation of workshops, public events, or focus group discussions
    • Digital innovation: software/app development, data management tools (where applicable)
  • Familiarity with international standards and frameworks such as:
    • UNCRC, CEDAW, EU Child Guarantee, UN Trafficking Protocol, etc.

4. Language Requirements

  • Proficiency in English (written and spoken) is required.
  • Fluency in Albanian and/or Serbian is highly desirable.
  • Knowledge of other regional languages (e.g., Bosnian, Romani, Turkish) is an asset.

5. Additional Competencies

  • Strong analytical and problem-solving skills.
  • Ability to work independently and meet tight deadlines.
  • Excellent interpersonal and communication skills.
  • Cultural sensitivity and experience working in diverse environments.
  • Commitment to child safeguarding and gender equality principles.
  • Flexibility and adaptability to respond to changing contexts.
