The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, project Innovation and Training Park (ITP) in Prizren is seeking to fill the position of:
Finance Manager
The overall purpose of the post
Within the German-Kosovar bilateral cooperation, GIZ develops the former camp of the German KFOR contingent in Prizren into an Innovation and Training Park. The objective of the project is to settle new enterprises, start-ups and training institutions in the Park and provide the necessary infrastructure as well as business and networking services.
In order to support the implementation of the project, GIZ is currently seeking a Finance Manager that will manage all financial matters of the ITP association including incomes of ITP and expenditures/costs as well as financial calculation, cash flow management, planning and forecasting, financial monitoring of contracts, procurements as well as tax obligations in cooperation with an external auditing company.
The position is foreseen as transitory with GIZ and is planned to be transferred within 6-9 months to a position under the ITP association.
Main task and responsibilities
The Finance Manager will be responsible for:
- Supporting the project manager in all financial management issues, budgeting processes, forecasting and calculations, and cost monitoring, including cost-output allocation, cash management, procurement, accounting and receivables management for the ITP account.
- Ensuring proper handling and monitoring of all financial flows including management of bank accounts
- Advising the manager on all questions of budget planning and calculation as well as on the procurement of material goods and services
- Consulting of the project manager by processing commercial data and information as a contribution to goal-oriented program management, taking into account legal, contractual and corporate policy conditions
- Coordinating all administrative work associated with financial management, support for other professionals working in the program in carrying out their commercial tasks
- Coordinating with the GIZ country office on financial management matters of the programme
- Coordinating tasks of the project in relation to internal controls, revisions and external audits
- Ensuring compliance with GIZ rules and regulations with regard to financial management
- Other tasks in relation to finance and admin as assigned by the supervisor for the smooth financial management of the project.
Required qualifications, competencies and experience
Qualification
- University degree in business administration, accounting, finance.
Professional experience
- At least 5 years of professional experience in accounting and financing, in the private sector, NGOs and /or an international organisation, dealing with different forms of financial management, and contractual and administrative procedures.
Other knowledge, additional competences
- Very good knowledge of English; knowledge of German is an added value
- Strong knowledge of accounting principles and financial reporting
- Analytic and strategic thinking as well as very good command of written and oral expression
- Independent thinking and initiative
- Exact and stringent work attitude, well-organized and constructive approach
- Constructive communication skills
- Good Knowledge of GIZ and BMZ processes, tools and approaches, e.g. regarding commission management, procurement procedures, and current developments would be an asset
- Willingness and ability to upskill in the areas required by responsibilities and tasks
- Ability to support a multi-discipline international project team
- Digital literacy
- Integrity, flexibility and motivation.
