General information

The Kosovo Credit Guarantee Fund (hereinafter referred to as "KCGF") is an independent legal entity established by relevant law to facilitate access to finance for micro, small, and medium enterprises (MSMEs) in Kosovo to create places of work, the increase of local production and of those services which create added value, the improvement of the trade balance and the increase of opportunities for the financing of MSMEs.

Description of work responsibilities

The Claim and Recovery Specialist is required to support the KCGF with the administration, and assessment of claims and recoveries from default-guaranteed loans.

The Claim and Recovery Specialist will be in charge of the following tasks:

  • Ensures that KCGF Risk Policy and Procedure for Credit Guarantees, and requirements derived by Guarantee Agreements in respect of Claims and Recovery of qualifying loans are applied;
  • Management and administration of claims from RFI, such as:
    • Review the claim documentation, to ensure that it complies with conditions set in the guarantee agreements and internal policies;
    • Assess its eligibility for payment of claims based on the terms and conditions set in the guarantee agreement and
    • Provide recommendations and proposals for filed claims, and accordingly present in the claim committee.
  • Management and administration of recoveries from paid claims from RFI, such as:
    • Monitoring the post-claim conditions;
    • Communicates on regular frequencies with RFI regarding post-claim recovery status;
    • Prepares reports on post-claim status;
    • Analysis and follow-up on potential post-claim recoveries;
    • Monitors the recovery payments.
  • Management and administration of claims and payments of recoveries from/to re-guarantee institutions.
  • Evaluation of the specific sectors, markets, demographics, etc. where defaulted loans, subject to claims payments, belong, to analyze patterns of the defaults;
  • Qualitative control of the fulfillment of the requirements set in the Guarantee Agreements between RFI and KCGF;
  • Other tasks delegated from the supervisor.

Qualifications

The Claim and Recovery Specialist will need to meet the following requirements:

  • Faculty degree in economy, finance, business administration, law, agriculture, or the area relevant to the assignment;
  • At least three (3) years of relevant working experience in lending, collection or other areas that are related to lending;
  • Preferable working experience in the banking sector or areas related to the financial sector.

The skills and competencies that will be evaluated through the selection process are:

  • Good knowledge of bank products and operations;
  • Ability to use Microsoft Word, Microsoft Excel, or other relevant software used for data analyses;
  • Good analytical abilities and decision-making;
  • Good communication skills and ability to work in a team.

Term and duration

The Claim and Reporting Specialist will be offered a one (1) year contract and will be located in the office of the KCGF in Pristina. The contract will be continued based on satisfactory performance evaluation results.
