CARE Balkans is an equal opportunity employer and is seeking a qualified candidate for FINANCE OFFICER in its Office in Prishtina.

Summary

Based in Prishtina Office, the Finance Officer is responsible for providing overall financial support to the CARE's operations in Kosovo as a member of CARE Balkans Finance team. S/he reports to Regional Finance Controller. The Finance Officer processes all transactions for CARE projects managed from the Prishtina office and potentially the North Macedonia Office, as well as Program Office related transactions. S/he is responsible for providing accurate financial information for projects and office-related accounting. S/he assists Project Managers in budget and sub-grants’ management and monitors their financial reports on CARE projects. The Finance Officer also assists Regional Controller and Regional Director by providing timely and accurate financial information essential for Program Office management and regional CARE Balkans budget and financial report.

FINANCE OFFICER:

The Position

Reporting to the Regional Finance Controller, this position will be responsible for providing administrative support related but not limited to finance including processing payments to vendors, CARE employees; sub-grantees financial report expenditure verification through Accounts Payable Module; encoding of all transactions into the financial information system “Oracle People Soft”;monitoring treasury operations and ensuring correctness of bank balances; processing Payroll, all benefits and all tax payments in accordance with policies; recording GL transactions; maintaining financial filing system; VAT refund on project where applicable and liaising with the external accounting firm when/if needed. The role also includes dealing with internal and external audit related to projects and organizational accounting/reports.

The position will be based in CARE’s Prishtina office and is full-time. Occasional travel within the region and to and within the project area of responsibility is foreseen.

Qualifications/Skills

  1. University degree/diploma and/or equivalent experience in Finance/Accounting tasks, preferably with INGO;
  2. Minimum 3 years’ experience in related Finance/Account activities;
  3. Knowledge of the “People Soft” financial program is desirable;
  4. Excellent command of spoken and written local and English language;
  5. Knowledge of MS Office software;
  6. Ability to work proactively and under tight deadlines;
  7. Knowledge of the local finance/accounting regulations and taxation.
