Call for expressions of interest
The Kosovo Energy Project (KEP) is part of the "Energy sector in Kosovo" program of German development cooperation in Kosovo. It strengthens the implementation of measures to increase Energy Efficiency (EE) and the use of Renewable Energy (RE) in public and private buildings and thus contributes to reducing energy intensity in Kosovo. This focus is particularly significant, as the building sector accounts for 40% of total energy consumption and plays a substantial role in GHG emissions in Kosovo.
Currently, Kosovo is undertaking significant steps on reviewing the current legislation and adapting it per needs and in line to the EU requirements for the energy transition. The adoption of the new Law No. 08/L-242 on Energy Performance of Buildings marks a significant milestone in Kosovo’s journey toward enhancing energy efficiency in building sector. Following the adoption of the Law No. 08/L-242 on Energy Performance of Buildings (EPB), the law mandates the update of secondary legislation to support comprehensive measures aimed at improving the energy efficiency of both new and existing buildings. The Law determines the drafting of sub-legal acts, technical regulations for the Methodology for Calculating the Energy Performance in Buildings, Minimum energy performance requirements, Energy Performance Certification in buildings as well as the procedures and measures for energy assessments, among others. These regulations will address both the legal and technical aspects of implementing the Law on Energy Performance of Buildings.
In this context, GIZ is seeking expressions of interest from qualified professionals (technical expert) to support and advise the Ministry of Environment, Spatial Planning and Infrastructure in drafting and defining technical standards, criteria, and procedures, addressing the technical aspects of the secondary legislation and ensuring technical alignment with the requirements of the Law No. 08/L-242 on Energy Performance of Buildings.
Interested professionals, are invited to express their interest electronically attaching the CV, and submitting:
- 2 references working in drafting legal / regulatory acts and/or technical criteria’s related to the energy performance in buildings, energy, energy efficiency or renewable energy, supporting the inter-institutional working groups, and
- 1 reference project in Kosovo or Western Balkans Region.
Interested professionals are invited to submit expression of interest in English language.

After the evaluation of received expressions of interest, the chosen individuals will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to accept or refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to shortlisted individuals.
Only shortlisted individuals will be notified for further application procedure.
