Compact Program Summary

The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.

The Headhunter Karriera LLC as the Recruitment Consultant is now recruiting for the position of the Deputy Executive Director for Operations of MCA-Kosovo.

Position Summary

Under the direct supervision of the Chief Executive Officer of MCA-Kosovo, the Deputy Executive Director for Operations is responsible for leading the operational support functions of the MCA-Kosovo, including Finance, Administration, Human Resources, Procurement, Information Technology and Monitoring and Evaluation. The position is based in Pristina, Kosovo.

Duties and Responsibilities

  1. Lead the development of strategy, policy, and systems across operations functions (e.g., Administration, Finance, Human Resources, IT, and Procurement) aligned to overall MCA-Kosovo programming requirements in delivering the Compact;
  2. Review proposals for budget allocations, human resource plans, and procurement plans from MCA-Kosovo teams to ensure these conform to MCC cost principles, Program Procurement Guidelines (PPG), and other requirements for proper financial management, audit, and deployment of resources;
  3. Build capacity in the Operations functions – through recruitment and engagement of external resources – to deliver efficient, integrated, and effective programs/services throughout Compact set-up, implementation, and closeout;
  4. Negotiate agreements with external stakeholders (e.g., financial agents, service providers, etc.) to ensure the alignment of external practices and capacities with established MCA requirements and MCC standards/guidelines;
  5. Lead the introduction of streamlined methodologies for documentation, evaluation, monitoring, and reporting across the range of Operations functions to enhance delivery timeframes while remaining responsive to client needs;
  6. Promote the development and evolution of planning and reporting tools and outputs which ensure consistency in service delivery and compliance across all MCC and MCA guidelines.

Required Knowledge and Skills

  • Master’s degree or MBA required or its equivalent in international development, development economics, business administration, engineering, public administration, construction management, or relevant field;
  • Minimum of seven (7) years of professional and broad management experience, particularly with a focus on cross program oversight and development and management of significant resources;
  • Experience leading multi-disciplinary/multi-functional teams and demonstrated history of delivering high quality services on time and within budget;
  • Fluency in English and Albanian.

Preferred background and work experience:

  • Fluency in another official language of Kosovo (Serbo-Croatian or other).
