Call for expressions of interest

The GIZ Project “Institutional development to modernise waste management in Kosovo” co-financed by the European Union supports the implementation of the revised Kosovo Integrated Waste Management Strategy. The revised strategy includes a strong focus on providing all citizens with solid waste management services and establish environmentally sound disposal sites over the coming years. The objective of the project is contributing to enhancing the capacities of the relevant institutions to modernize Solid Waste Management in Kosovo through technical assistance measures. An important focus of the project is the continuation of the Capacity Development (CD) of institutions and individuals through training opportunities and the strengthening of technical expertise in the country. Supported by various donors most of the municipalities have installed basic governance processes, such as solid waste management units and solid waste management plans. This is considered a moderate progress towards the overall functionality of service provision during the recent years.

The GIZ project “Institutional development to modernise waste management in Kosovo “- co-financed by the European Union invites qualified NGOs to submit an expression of interest in providing professional services to support Kosovo municipalities establishing the proper structures for the intermunicipal cooperation process. This includes support on the revision of the Solid Waste Management Plans, service optimisation, standard process installation, Solid Waste Management action planning, and concrete support for the formalization and installation of Intermunicipal Cooperation structures in the municipalities.

The checklist below provides further information about the conditions and expectations of the GIZ project. Based on responses to this call expression of interest, GIZ will pre-qualify NGO’s or companies that in turn will receive a Request for Information (RFI) to submit their offers with detailed specifications. Response to the RFI does not necessarily imply that the NGO or company will receive the GIZ's “Request to support Kosovo municipalities in enhancing and improving their service delivery’’.

REQUEST FOR INFORMATION

1) Proof of NGO’s or companies/ legal status (registration and/or certification documentation, status), NGO’s or companies’ details (name, postal address), date of incorporation within their initial response.
2) NGO’s or companies should submit at least three (3) references that prove experience in providing similar services to Kosovo municipalities, such as:
a. Supporting the enhancement or revision of municipal waste plans
b. Collecting and verifying data from municipalities for the reporting period
c. Supporting Kosovo municipalities in similar tasks in the last three years
3) Average annual turnover for the last three financial years (please provide proof). At least 50,000 EUR.
4) Average number of employees and managers for the past three calendar years. At least three (3) persons.

Interested NGO’s or companies are invited to submit expression of interest in English language.

Interested companies/NGOs are invited to submit their electronic application in English language. The deadline for submitting the application is 12.06.2023 at 15:00, via email at: [email protected], titled/labelled as “83439636 – Expression of Interest”.

• The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de (Please provide us with the password as well in case you use our File Transfer system).

Only shortlisted companies/NGOs will be notified for further application procedure.
