General Information
The Kosovo Credit Guarantee Fund (KCGF) is an independent legal entity established by law, with the mission of facilitating access to finance for micro, small, and medium enterprises (MSMEs) in Kosovo. Through credit guarantee instruments, KCGF aims to support private sector development, improve the business climate, and stimulate the creation of new jobs. In doing so, the Fund contributes to strengthening the productive and service capacities of enterprises that generate added value in the economy.
By increasing MSMEs’ access to finance, KCGF supports private investments and enhances the competitive capabilities of local enterprises. As a result, these interventions positively impact the performance of the private sector and contribute to improving the country’s trade balance.
Job Responsibilities
The Environmental, Social and Governance Specialist will support KCGF in implementing the Environmental and Social Management System (ESMS) within the institution, as well as in the development of the Green Investment Window (investments that increase energy efficiency and generate energy from renewable sources). He/she will support Registered Financial Institutions (RFIs) in developing and implementing Environmental and Social Risk Management Policies (ESRMPs).
The Specialist will advise RFIs throughout all stages of ESRMP implementation, including the delivery of trainings, awareness raising, and coordination of activities required by KCGF.
Furthermore, the Specialist will serve as a focal point for providing technical guidance to RFIs during the utilization of the Green Investment Window..
The ESG Specialist will be responsible for the following duties:
- Ensures that the Environmental and Social Risk Management System (ESMS) is developed and implemented within KCGF;
- Supports KCGF in adapting and improving the existing ESMS in accordance with IFC Performance Standards, national legislation, and other donor requirements;
- Updates the Environmental and Social (E&S) Manual at KCGF;
- Proposes amendments/improvements to the current Environmental and Social Risk Management Policy (ESMP);
- Develops and organizes environmental and social training and awareness programs, as needed, for both KCGF staff and RFIs;
- Assesses the existing ESMP of RFIs and proposes updates where necessary to ensure alignment with KCGF policies and best practices;
- Actively supports the development of the Green Investment Window;
- Participates actively in the modification of existing guarantee windows at KCGF or in the design of new credit guarantee windows, ensuring that they align with and promote ESG best practices in financial intermediation;
- Assesses the environmental and social management capacities of FIs before registration as RFIs, and monitors ESMS implementation after registration;
- Reviews the risk categorization, according to the ESMS, of loans submitted by RFIs for guarantee coverage;
- Prepares institutional-level environmental audit reports;
- Coordinates the process among partners regarding technical and reporting requirements related to green finance;
- Oversees the use of technical platforms that measure primary energy savings and CO₂ reduction for guaranteed EE/RE investments;
- Analyzes market trends in green finance, new EE/RE technologies, and environmental regulatory developments affecting KCGF and RFIs;
- Prepares environmental and social informational materials as needed;
- Supports KCGF in monitoring and reporting the environmental and social impact of its activities;
- Monitors and reports the ESG impact of guaranteed loans;
- Conducts field visits for medium- and high-risk guaranteed loans;
- Performs other duties as required by institutional needs..
Qualifications
The Environmental, Social and Governance Specialist must meet the following requirements:
- University degree in relevant fields and at least 3 years of professional experience in environmental and social risk management, sustainable/green finance, climate risk management, or related fields;
- Completion of trainings in ESG, environmental and social risk management, sustainable finance, climate risk management, or similar fields is recommended;
- Knowledge of national environmental regulations, World Bank safeguard policies, IFC Performance Standards, and EU sustainable finance taxonomy;
- Work experience in the financial sector in the above-mentioned areas, as well as knowledge of the Kosovo banking and financial market, will be considered an asset;
- Strong communication and interpersonal skills;
- Strong presentation skills;
- Ability to work under pressure and manage multiple tasks simultaneously;
- Fluency in Albanian and working knowledge of English;

General Conditions
The Environmental, Social and Governance Specialist will be a regular staff member according to KCGF’s organizational structure and will be based at KCGF’s offices in Prishtina. The Specialist must be willing to travel and conduct meetings across the country, and abroad when necessary.
The selected Specialist will be offered a one (1)-year employment contract, with the possibility of extension based on satisfactory performance evaluation results and in compliance with KCGF’s internal policies and standards.
The Specialist will benefit from specialized ESG and sustainable finance trainings, aligned with KCGF’s needs.
The employment contract includes a competitive monthly salary and benefits under the health and life insurance package.
