Job Vacancy for the Project Manager

Community Development Fund (CDF) seeks a Program Manager for the forthcoming 11 months Municipalities for Youth Project (M4Y). This project is funded by the Government of Japan through support received from the Japan Social Development Fund, administered by the World Bank, implemented by MLGA and facilitated by Community Development Fund.

Scope of Works:

Project manager is responsible for the overall management of the Municipalities for Youth Project. The Project manager will be responsible for planning, coordination of the activities, organizing project team to perform work, delegating the teams, controlling time management, managing deliverables, monitor progress, establish regular meetings, communicate, liaise, report and oversee project implementation (internally and externally).

Specific Duties and Responsibilities:

The Project Manager will work closely with the project team in discharging the following tasks:

  • Responsible for managing the supervision of project and staff, including the day-to-day tasks coordination and other managerial project responsibilities.
  • Will lead the activity and resource planning, controlling the quality of activity planning and use of resources, including planning risk mitigation strategies.
  • Project manager will additionally lead the internal and external communication with partners and external interlocutors and have a leading role in the coordination process.
  • The position will also lead the reporting process to partners and manage the monitoring aspects, including cost and quality management.
  • Project manager will be the key focal point of the project in regards to communication with PMU;
  • Project manager will also oversee most of the curriculum design activities, and will be involved in specific activities such as designing the risk assessment tools for social accountability, and environment protection of sub-project;
  • Project manager will be defining the modality of data sharing/exchange among regional team and the core project team.
  • Project manager will be in regular contact with regional team leaders and will facilitate the overall project coordination;
  • Provide Monthly report on achievement, challenges and proposals on project development and

mitigation actions;

  • Conduct Monthly meeting with the M4Y project staff;
  • Meet with the M4Y project trainers and coaches at least once a month to discuss project challenges and amendments;
  • Provide continuous support and report on potential changes to the curricula as deemed necessary during the project life cycle.

Reporting

-The Project Manager shall report directly to the CDF Executive Director

Expected start date: August 2023

Mandatory Required Qualifications:

Education: University degree in economics, finance, business administration and/or

Management, or related field.

Working experience: 3+ years in management positions implementing projects/programs for international and local development organizations, preferably in International Donor funded projects/programs;

Knowledge: General understanding of cross-sectoral linkages that enable synergy for development efforts between local stakeholders, communities and central-level decision-making;

Knowledge/Experience with International Donor planning and management framework and international monitoring and reporting standards;

Knowledge of Kosovo institutional framework, political and social situation, and civil society sector.

Languages: Fluency in English and Albanian, Serbian at communication level.

Other skills: Good knowledge of computer specially Microsoft office programs;

Strong spreadsheet and advanced Excel;

Strong communication skills.
