Job Description (Roles and Responsibilities)

The British Embassy in Pristina, Kosovo, is part of a world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a full-time Programme Coordinator.

Integrated within Programmes, Economy and Governance Section, the main role of the job is to coordinate various UK funded programmes in Kosovo and the region, ensure strong policy alignment with UK objectives, and effective project management to make a significant contribution to sustaining a secure, peaceful and prosperous Kosovo.

This is an exciting and challenging new role. The successful candidate will report to the Head of Programmes, Economy and Governance Section, but will be exposed to coordinating the project work of all Embassy policy and programme teams. As such, willingness to work with others, strong project management skills, knowledge of the Kosovo context and good verbal and written communication skills are crucial to the role. In addition, this role requires a person who is well organised, innovative, flexible and with a ‘can do’ attitude.

Roles and responsibilities:

  • Coordinate the delivery of strategic project interventions as part of the UK programme for the Western Balkans in line with UK priorities. This will involve working on bilateral projects and multi-country initiatives with partners across the region;
  • Lead on effective programme governance at the country and regional level, to support delivery of the Embassy’s Country Plan and UK priorities for the Western Balkans;
  • Ensure efficient and effective governance and financial reporting of the Embassy’s project portfolio in line with relevant Operating Frameworks and value for money;
  • Lead for effective project documentation – ensuring that terms of reference, procurement frameworks and project bids are accurate and support the Funds delivering against Embassy objectives;
  • Lead on the Monitoring, Evaluation and Learning, ensuring robust Theories of Change and keeping regular track of Outcomes and Impact;
  • Provide accurate and timely narrative reporting and updates on project delivery, responding to London requirements;
  • Support Embassy teams in scoping for project activities, liaising with a wide range of stakeholders: including project implementers, beneficiaries, London programme team, UK government partners and regional UK embassies;
  • Organise project-related events, visits and activities;
  • Assist the Head of Section in donor coordination efforts, including keeping track of the contribution of others for spotting cooperation opportunities and avoiding overlapping.

Essential qualifications, skills and experience

  • Minimum three (3) years of relevant working experience in design, management and coordination of Programmes/Projects.
  • University degree.
  • IT proficiency and ability to work across multiple platforms and experience with an Oracle package or similar online database as well as Microsoft office programmes (Excel, Word, Power Point).
  • Demonstrable analytical skills, and ability to make sense of complex information. Ability to process and understand large amounts of data and information, turning into concise and accurate solution or reports.
  • Able to challenge and influence senior stakeholders.
  • Excellent attention to detail and organisational skills.
  • Strong interpersonal and communication skills.
  • Ability to work independently as well as communicate with the team, and a broader office platform.
  • Ability to respect the confidentiality of work issues.
  • Resilience, and the ability to work under pressure.

Desirable qualifications, skills and experience

  • Project management qualification e.g. PRINCE 2 or PMP.
  • Previous experience in application of monitoring, evaluation and learning processes;
  • Previous experience working in public institutions, international organisation, or local NGOs.
  • Knowledge of Kosovo strategic priorities, or previous experience of working in development assistance in Kosovo.

The probation period for this role is six months. The contract is awarded on annual basis, with a possibility of extension.

The Embassy promotes flexible working and will support a number of options in line with the Embassy’s Flexible Working Policy. For this role, the job holder must be able to work full time and be present in the office for at least three days a week.

The job holder must be able to work full time. Some work may be required during the evenings and occasionally weekends, for which overtime or time off in lieu (where applicable) will be given. The job holder may be required to travel within and outside of Kosovo.

Employees recruited locally by the British Embassy in Pristina are subject to the Terms and Conditions of Service according to local employment law in Kosovo, as interpreted by the Foreign and Commonwealth Office.

All applicants must be legally able to work in the country of application with the correct visa/status or work permit.

Employees who are not eligible to pay local income tax: e.g. certain third-country nationals and spouses/partners of UK diplomats will have their salaries abated by an equivalent amount
