Women’s Participation in the Energy Sector

The overall purpose of the post

The Advisor will be responsible for implementing the project’s objectives related to Inclusion and Gender Empoverment in energy sector. The role will support the design, coordination, and long-term institutionalisation of a sustainable, GIZ-independent women’s platform that promotes inclusion, capacity development, and visibility of women across the energy value chain.

The platform will serve as a key tool for engaging women-especially students, professionals, and leaders— through career guidance, training, peer exchange, and outreach activities. By addressing gender disparities and promoting equal access, the Advisor will contribute to a more diverse, resilient, and innovative energy sector.

The Advisor will work closely with relevant stakeholders on energy sector such as the Agency for Gender Equality within Prime Minister’s (PM) office, Ministry of Economy (ME), Ministry of Environment and Spatial Planning and Infrastructure (MESPI), Kosovo Energy Efficiency Fund (KEEF) and others.

Main tasks and responsibilities

The Advisor performs the following:

  • Advise the project team in cross-cutting activities related knowledge management, reporting, monitoring, drafting Terms of References (ToR) and quality assurance.
  • Advise the project manager in designing intervention activities with focus on quality assurance and impact oriented.
  • Advise on designing the capacity development strategies and implementation model jointly with the project team.
  • Advise in achieving the objectives of the project on inclusion and Gender Empowerment.
  • Designing and coordinating the development of a sustainable women’s platform for the energy sector, ensuring its long-term independence and institutional anchoring.
  • Facilitate stakeholder engagement with educational institutions, energy sector companies, civil society organisations, and public institutions to foster a cross-sectoral approach to gender inclusion.
  • Develop and supporting the implementation of online and offline training programs aimed at enhancing technical and leadership skills among women in energy.
  • Coordinate and promoting career awareness campaigns for female students and schoolgirls, including social media outreach, networking events, and mentoring initiatives.
  • Engage with women leaders in the energy sector to contribute as role models and mentors within the platform.
  • Ensure gender-transformative approaches in the platform’s design and its activities to challenge traditional perceptions of energy as a male-dominated field.
  • Monitor progress of Output 5 through GIZ monitoring frameworks, and preparing regular updates and reports on activities, outcomes, and lessons learned.
  • Contribute to the gender mainstreaming of other project components and advising team members on inclusion-related topics.
  • Perform other duties as assigned by project management.

Required qualifications, competencies and experience

Qualifications

  • Bachelor’s degree in social studies, business adimistration, public policy, energy/environmental studies, or another relevant field; a Master’s degree is an asset.

Professional experience

  • At least 5 years of relevant professional experience in a comparable position with international organizations.
  • Experience in designing and coordinating social-inclusive platforms, networks, or large-scale advocacy campaigns.
  • Familiarity with Kosovo’s institutional and social context, especially related to gender and social inclusion and the energy or environmental sectors.
  • Experience in facilitating dialogue between government, civil society, and the private sector is an advantage.

Other knowledge, additional competences

  • Fluency in English is required, knowledge of German is an added value.
  • Proficient knowledge of Microsoft Office programs.
  • Knowledge with social media and virtual learning platforms.
  • Strong communication and interpersonal skills, with the ability to work across sectors and stakeholder groups.
  • Understanding of gender-transformative and intersectional approaches.
  • Integrity, pro-activity, flexibility, and a strong commitment to gender equality and inclusion.
