Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.
The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Director, Gender and Social Inclusion of MCA-Kosovo.
Position Summary
Under the direct supervision of the Deputy Executive Director for Operations, the Director, Gender and Social Inclusion is responsible for providing technical leadership to the MCA-Kosovo Project Directors and all project stakeholders to conform established procedures essential to ensuring the integration of gender and social inclusion across all program functions. The position is based in Prishtina, Kosovo.
Duties and Responsibilities
- Develop and implement a strategy and work plan to integrate gender and social inclusion considerations in program development and implementation across MCA-Kosovo projects and internal operational activities in accordance with MCC policies and best practices to strengthen women’s economic participation and minority group participation.
- Lead the drafting of the Social and Gender Integration Plan (SGIP) and oversee its implementation, review, and update process.
- Oversee compilation and analysis of program data on social inclusion, gender and poverty reduction related to Compact implementation to inform the design/adaptation of responsive program/operational activities, and inclusion in procurement documents and contracts.
- Reconcile different approaches to Social and Gender Inclusion across all programs to present a coherent approach for MCA-Kosovo.
- Lead cross-cutting gender and social inclusion activities for the Compact in close collaboration with project-level GSI specialists and project technical leads.
- Serve as the main counterpart to MCA-Kosovo Staff, MCC Staff, and other government counterparts and stakeholders on all GSI issues on Compact activities.
- Establish and implement a quality control framework to monitor and manage Gender and Social Inclusion considerations in each Project Director's projects, including recommending remedial measures and ensuring stakeholder engagement and grievance procedures are followed.
Required Knowledge and Skills
- Bachelor’s degree in a Social Science or other related fields;
- Minimum of seven (7) years professional experience (or five (5) with a Master’s degree) leading programs aiming to integrate and improve the position of disadvantaged social and gender categories of the society or other programs of similar nature;
- Experience with managing and overseeing contractors and supporting staff toward successful completion of gender and social inclusion activities;
- Fluency in English and Albanian.
Preferred background and work experience:
- Master’s or other similar advanced degree;
- Prior experience in inclusive stakeholder engagement processes;
- Fluency in another official language of Kosovo (Serbo-Croatian or other).
