Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.
The Headhunter Karriera LLC acting as the Recruitment Consultant is now recruiting for the position of the Director, Communications of MCA-Kosovo Entity.
Position Summary
Under the direct supervision of the Chief Executive Officer, the Director, Communications manages all communications efforts related to the compact program, working closely with program directors to enhance stakeholder engagement and efforts related to public perception of the energy sector and compact programming. The Director, Communications cultivates media relationships, develops and implements communications strategies, and serves as the official spokesperson for MCA-Kosovo while coordinating public outreach initiatives. The position is based in Pristina, Kosovo.
Duties and Responsibilities
- Analyze the communications and public information requirements of the MCA and develop the MCA’s communications strategy to support the MCA’s programmatic and operational activities aligned with established budgets and cost principles and promote the work of the Compact.
- Review public engagement, communications, and public relations components of MCA projects ensuring accuracy of information and relevance to stakeholders and audiences.
- Develop branding for MCA-Kosovo, oversee the generation of branded materials, and ensure proper implementation of MCC branding guidelines.
- Advise the CEO, MCA Board, and managers within the MCA on their external engagements, the use of the appropriate communications channels, and expansion of networks/relationships.
- Collaborate with MCC's CPA International Communications counterparts to align strategic goals, messaging, and event execution.
- Build and maintain a strong network of contacts in the media, government, and civil society to publicize the compact program and identify potential private sector partners.
- Develop and sustain the quality of communications materials throughout the life of the compact and recommend any necessary changes or improvements to ensure they respond to the operational reality of the MCA.
- Establish communications policies and practices that build a culture of transparency and accountability across the MCA, consistent with established communications standards of MCC and best practices.
Required Skills
- Bachelor’s degree in communications, journalism, community development, or related field;
- Minimum seven (7) years of experience (or five (5) with a Master’s degree) in leading strategic communications and public outreach projects;
- Demonstrated success in developing and executing comprehensive public awareness campaigns and serving as an organizational spokesperson;
- Demonstrated experience managing social media accounts and campaigns, and crafting messages to diverse stakeholders;
- Demonstrated experience in planning and managing large-scale, high level events;
- Fluency in English and Albanian.
Preferred background and work experience:
- Prior experience working with international organizations or donors;
- Fluency in another official language of Kosovo (Serbo-Croatian or other).
