Call for expressions of interest

The Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) GmbH operates globally for sustainable development. The GIZ Programme “Circular Urban Development - Kosovo4Green” is co financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and SECO Switzerland, and implemented by GIZ. It supports the modernization of waste management in Kosovo according to the Kosovo Integrated Waste Management Strategy (KIWMS) 2021-2030 and its Action Plan.

Under the Stabilization and Association Agreement (SAA) with the EU, Kosovo must align its laws with EU directives, including chapter 27 ‘Environment and Climate Change’. Kosovo4Green aims to improve legal, institutional, and planning frameworks for urban planning and waste management, supporting climate-sensitive urban development and integrated waste management at the local level.

Kosovo’s legal framework allows private sector engagement through public procurement, PPPs, and service contracting, but lacks institutional guidance, leading to missed opportunities for improving waste services and infrastructure financing. Investments in Material Recovery Facilities (MRFs) and landfills require structured operational models that can benefit from private sector participation.

Regional Waste Companies (RWCs) and other waste service providers operating within the Waste Management Zones (WMZs) of Gjilan/Ferizaj, Mitrovica South, and Peja are central to achieving these objectives. However, they face significant operational and organizational challenges, including limited technical capacities, weak resource management, and underdeveloped business planning. To address these gaps, Kosovo has adopted the Kosovo Integrated Waste Management Strategy (KIWMS) 2024– 2035 and developed Inter-Municipal Waste Management Plans (IIWMPs), supported by the EU and GIZ. These IIWMPs form the regional planning framework for joint decision-making, shared infrastructure, and harmonized service standards across municipalities.

While IIWMPs for Gjilan/Ferizaj and Mitrovica South are adopted and Peja’s is pending approval, substantial technical support is needed for effective implementation. Municipalities and RWCs require assistance to strengthen cooperation, ensure financial sustainability, and operationalize the plans.

The assignment aims to strengthen the internal processes of RWCs and service providers, develop robust and sustainable business plans, align operations with IIWMPs and Inter-Municipal Cooperation Agreements (IMCAs), enhance operational efficiency, financial sustainability, and institutional performance, support joint planning, investment, and service delivery among municipalities and RWCs, and contribute to Kosovo’s alignment with EU environmental standards and the Green Agenda for the Western Balkans.

REQUEST FOR INFORMATION

1) Company profile, including copies of documents deferring applications legal status.
2) Financial capacity, average annual turnover for the last three fiscal years, at least 50,000.00 Euros/annually. Tax administration confirmation or audit reports should be submitted for the above.
3) Evidence that your average number of employees and managers over the last three calendar years is at least 4 persons. Proven by official documents such as Tax Administration list. 4) At least three (3) reference letters that prove experience in business models in waste management sector within the last 36 months.

After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to accept or refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
