Call for expressions of interest – Construction Services
The GIZ project “Sustainable Municipal Services (SMS 2.0)” invites qualified construction companies to submit expression of interest in providing service for the “Construction of Healthcare Waste Management Facility” to be built in Mitrovica North.
While primarily focused on municipal responsibilities, SMS works directly with Kosovo’s Ministry of Local Government Administration (MLGA), Ministry of Environment, Spatial Planning and Infrastructure (MESPI), 38 municipalities, the Association of Kosovo Municipalities (AKM), commercial operators, and other organizations involved in waste management. SMS provides support with the goal of strengthening the capacities of municipalities, government and the private sector in waste management, including marginalized groups. Recently, the SMS GIZ project is supporting the Ministry of Health and municipalities in healthcare waste management. Although healthcare waste management primarily is a responsibility of the central level, the municipalities are responsible for the primary healthcare level, which indirectly makes them responsible for healthcare waste too.
It is estimated that only about 25% of the total amounts of the HCW is being treated in the seven regional treatment facilities (excluding Serbian majority municipalities), of which six are located in the regional hospitals and one in the Clinical and University Centre of Kosovo.
Since medical waste is of potential danger and must be handled with special care, inadequate management of this waste stream can contaminate other generally non-hazardous waste types – such as municipal waste, and thus presenting a danger to public health and safety.
The GIZ SMS project has procured several equipment for healthcare waste collection, transport and treatment. A rapid assessment was undertaken to understand the needs of each healthcare institution (HCI). As a result, bins, bags, and collection and treatment equipment for all the healthcare waste (HCW) streams has been procured. At this stage a treatment facility in Mitrovica North regional hospital will be constructed, which will serve as the main treatment centre of HCW for the four municipalities. The building will house the Autoclave (steam sterilizer) as the main equipment for the treatment of healthcare waste in Mitrovica North.
Therefore, the main aim of these services will be to provide construction services as detailed out by the tendering dossier.
The checklist below provides further information about the conditions and expectations of the GIZ/SMS project. Based on responses to this Request for Information, GIZ will pre-qualify companies that will receive an Inquiry and will be formally invited to submit their offers. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's “Construction of Healthcare Waste Management Facility”.
Based on the outcome of offers, GIZ/SMS project will offer a framework contract to the selected company. Please note that all correspondence and dealing with the GIZ must be in English language.

- Companies should submit at least two samples of comparable (construction) services as required by the GIZ/SMS project. Companies should note that referees may be contacted by the GIZ/SMS project at any time.
