
REQUEST FOR EXPRESSION OF INTEREST (EOI)
Overview and context:
As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development-policy objectives. It provides viable, forward-looking solutions for political, economic, ecological and social development in a globalised world. GIZ promotes complex reforms and change processes. Its corporate objective is to improve people’s living conditions on a sustainable basis.
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Programme “Circular Urban Development – Kosovo4Green” is co-financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and the State Secretariat for Economic Affairs (SECO) Switzerland, and it is implemented by GIZ. It supports central government and municipalities in modernizing waste management by establishing integrated solutions and introducing circular economy approaches. The main implementing partner of the programme is the Ministry of Environment, Spatial Planning, and Infrastructure (MESPI), the central authority responsible for designing policies and legislation in waste management, urban planning, construction and climate change.
GIZ is inviting EOIs from eligible suppliers (companies) to provide following services:
- Analyse technical and procedural aspects related to the permitting process up to the issuance of construction permits (based on Law No. 04/L-110 on Construction (2012)), assess applicable international standards, and propose practical, evidence-based recommendations.
- Duration of the assignment: November 2025 to May 2026.
Submission requirements:
- Company/Individual Details: Name, contact information, history, and qualifications (maximal 2 pages).
- At least two (2) reference letters that prove experience in construction permit process, construction policy reform, and inter-institutional working groups within the last 36 months.

The GIZ reserves the right to accept or reject any EOI and to annul the current exercise and reject all EOIs without thereby incurring any liability to any applicant or any obligation to inform applicants of the grounds of its action.
