Invitation for the Design and Development of an E-learning Platform for Kosovo Credit Guarantee Fund

Kosovo Credit Guarantee Fund (KCGF) intends to procure design and development services for an E-learning for a period of twelve (12) months. KCGF has prepared a Request for Proposal (RFP) for the required services and invites all qualified bidders that are professional companies registered in Kosovo or abroad to respond to the RFP.

Proposers responses’ must clearly demonstrate that they meet the following mandatory criteria:

• 3 to 5 years’ experience in web application and development, including responsive and mobile-friendly design.
• Key staff must have a minimum of 5 years of experience in web application development using Microsoft technologies. Preferably in E-Learning platforms, including structuring training modules, digital content, and knowledge assessment tools.
• Experience in developing interactive training materials (videos, presentations, quizzes, assessments) is an advantage.
• Demonstrated ability to manage digital E-Learning platforms (or at least of similar complexity to E-learning platforms), including user administration, reporting, progress tracking, and data security.
• Capacity to provide post-implementation technical support and training for KCGF platform administrators.
• The bidder, including its owners and proposed staff, must not be subject to any KYC non-compliance requirements.

Failure to meet the above mandatory criteria by the proposer will result in exclusion from further consideration during the evaluation process.

Interested bidders that fulfil the eligibility criteria are invited to submit their proposals and all related documentation on the implementation of the assignment according to instructions as specified in the RFP. KCGF will not be liable for any cost related to the preparation or submission of bids.

The deadlines are as follows:

• Deadline for requesting the RFP: 10 June, 2026 at 15:00 hours
• Deadline to submit questions: 10 June, 2026 at 15:00 hours
• Deadline for submission of proposals: 17 June, 2026 at 15:00 hours

The RFP can be requested only by sending an email to [email protected] . The email request should include:

• Name of the company, official registered address, phone number, email address and website.
• Name of the designated contact person/ liaison for the RFP in the company, title, email address and phone number.
• Email address that the RFP should be sent to if other than that of the contact person/ liaison.
