Compact Program Summary
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, signed a grant aimed at accelerating the country’s transition towards an energy future that is more sustainable, inclusive, reliable and affordable. The GoK has ratified the compact and has designated a new entity as an autonomous agency to exercise and perform the GoK’s rights and obligations to oversee, manage and implement the Compact Programs. This entity will be referred to as MCA-Kosovo.
The Headhunter Karriera LLC as the Recruitment Consultant is now recruiting for the position of the Deputy Executive Director for Programs of MCA-Kosovo.
Position Summary
Under the direct supervision of the Chief Executive Officer, the Deputy Executive Director for Programs works with the CEO to maintain efficient operations at MCA-Kosovo and establish project management and quality assurance processes to ensure timely project delivery and compliance with MCC requirements. The position is based in Pristina, Kosovo.
Duties and Responsibilities
- Lead the development of work plans, technical documents, and tools across all three Compact projects of MCA-Kosovo aligned to overall MCA and MCC programming requirements and standards to the Compact delivery timeline;
- Oversee MCA project compliance with design guidelines, budget allocations, and MCC cost principles, project management, environmental, social and gender requirements. Oversee the review of project proposals from MCA-Kosovo project teams to ensure these conform to substantive design guidelines, budget allocations, MCC cost principles, and other requirements for proper implementation and capacity;
- Build capacity in the Programs functions – through recruitment, training and ensuring adequate resources – to deliver efficient, coordinated, and effective execution throughout Compact set-up, implementation, and closeout;
- Advocate with the CEO, MCA Board, and heads of projects to craft workplans and allocate resources – human and financial – to ensure the responsiveness and effectiveness of the Programs function;
- Lead the introduction of streamlined methodologies for project execution, documentation, evaluation, monitoring, and reporting to enhance delivery timeframes while remaining responsive to the needs of the Compact and ensure its timely completion.
- Promote the development and evolution of planning and reporting tools and outputs which ensure consistency in project delivery and compliance across all MCC and MCA guidelines;
- Guide program management division directors, managers (e.g. work planning, quality assurance and health and safety etc.) and establish a collaborative environment to facilitate cooperation, sharing of information, and shared accountability for the success of the Compact.
Required Knowledge and Skills
- Master’s degree or MBA required or its equivalent in international development, development economics, business administration, engineering, public administration, construction management, or relevant field.
- Minimum of seven (7) years professional, broad program management experience encompassing cross program oversight and development and management of significant resources;
- Demonstrated ability to balance a variety of tasks and demands and demonstrated history of delivering high quality projects on time and within budget;
- Experience leading multi-dimensional teams and using results-focused project management;
- Fluency in English and Albanian.
Preferred background and work experience:
- Experience working in the fields of renewable energy or workforce development;
- Project Management Certifications
- Fluency in another official language of Kosovo (Serbo-Croatian or other).
