The GIZ project invites qualified candidates to request the tender dossier for the following tasks:
Lead Expert and Policy Expert 1 on Administrative Burden Prevention and Reduction
The expert will lead a team of 3 experts (1 legal and 2 policy experts) in planning, coordination and implementation of the assignments related to Administrative Burden Prevention and Reduction as a support to Strategic Planning Office of the Prime Minister and to line institutions. In addition, the expert will provide expertise in analyzing, reviewing and providing recommendations on the new legal proposals at the stage of preparation by ministries and agencies in the view of prevention of new administrative burden and should analyze a number of central and local administrative services from the point of administrative burden reduction. The experts shall use the administrative burden prevention tools in use such as the Standard Cost Model. The expertise for administrative burden prevention should take into account also good practices of other countries, should follow the e-government principles of European Commission and general administrative principles of the Law on General Administrative Procedure, namely, “once only principle”, “personalization”, “proactive service delivery”, and “digital by default”. In addition, the expert will provide expertise in development of a training module on Administrative Burden Prevention and Reduction with the team of experts.
