Brief Description: IBI is seeking a Director of Government Strategic Communications for an upcoming USAID/Kosovo Economic Governance Activity. The Activity aims to strengthen economic governance and support business regulatory reforms to improve the competitiveness of Kosovo’s economy and advance Kosovo’s integration into regional, European, and Euro-Atlantic institutions and markets.

Key Responsibilities:

• Oversee strategic design and implementation of initiatives that will strengthen government strategic relations and private-sector and civil society engagement in Kosovo, ensuring alignment with Activity objectives and the goals of all stakeholders
• Strengthen the capacity of government agencies to use evidence-based performance data in management, communication, and decision-making
• Increase private sector access to and use of information through improved
• communication by public sector partners
• Support e-solutions to improve e-government service delivery
• Collaborate with Government of Kosovo agencies to identify and prioritize barriers to private sector participation in PFM and economic policy development.
• Work closely with Government leadership to enhance public-private dialogue
• Foster relationships with private sector stakeholders, including business associations, chambers of commerce, and individual enterprises, to ensure their active participation in the reform process
• Represent the program in meetings, workshops, and conferences related to Government Strategic Communications
• Manage relationships with public and private sector counterparts, donors, and other stakeholders to ensure the successful implementation of government strategic communications activities

Qualifications:

• Advanced degree in economics, governance, communications, public relations or a related field preferred; a bachelor’s with additional experience will also be considered
• At least seven years of experience in strategic communications, public relations, or media relations, with expertise in international development and economic governance
• Experience with social media communications and the development of video and other materials for social media distribution
• Demonstrated ability to work effectively with government officials, private and civil society sector partners, and international donors in complex environments
• Excellent communication, leadership, and interpersonal skills, with the ability to build positive working relationships with diverse stakeholders
• Relevant experience working in Kosovo and knowledge of regional, European, and Euro-Atlantic institutions and markets
• Strong communication, writing, presentation, and interpersonal skills are required
• Fluency in spoken and written English and Albanian are required
