Climate Change Advisor

The overall purpose of the post

The Climate Change Advisor supports the Kosovar Government in strengthening its engagement in international climate policy and finance. This includes building the capacities of key ministries to participate effectively in climate diplomacy and financing processes, with a focus on gender-responsive approaches. The Advisor also serves as the main liaison for coordination, training, and policy dialogue between the project and government partners.

Main tasks and responsibilities

The Advisor performs the following:

  • Technical responsibility for the project’s support of the Kosovar Government on international climate policy and finance.
  • Organisation of capacity building measures of relevant public sector actors (e.g. from Ministry of Economy (ME) and Ministry of Environment, Spatial Planning and Infrastructure (MESPI)) to actively participate in climate diplomacy and climate financing processes, with a focus on gender-responsive capacity building.
  • Focal point for communication with Kosovar Energy and Environment ministries on climate diplomacy trainings and overall policy support, organisation of relevant workshops and steering of external consultants.

Other duties/additional tasks

  • Provide guidance to the Components Managers and Project Leader.
  • Continue personal development, ensuring capacity compliance with the needs of the assigned function and the associated tasks and obligations.
  • Perform other duties as assigned by Project Leader.

Required qualifications, competence and experience

Qualifications

  • Bachelor’s degree in the field of environment and climate change or public administration or a related field; Master’s degree is an asset.

Professional experience

  • At least 5 years of relevant professional experience in the field of climate change policies.
  • At least 3 years of professional experience in the field of civil society engagement or public awareness raise, particularly in the field of environmental and climate change.

Other knowledge, additional competences

  • Fluency in English is required; knowledge of German is an asset.
  • Proficient knowledge of Microsoft Office programs.
  • Strong communication and interpersonal skills.
  • Excellent coordination, and facilitation skills.
  • Ability to manage multi-stakeholder processes and foster inter-municipal cooperation in the field of climate change policies.
  • Strategic, proactive, and team-oriented mindset with attention to detail.

Location: GIZ Office Kosovo

Expected start date: January 2026
