REQUEST FOR EXPRESSION OF INTEREST (EOI)

The Deutsche Gesellschaft for Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. The GIZ Programme “Circular Urban Development - Kosovo4Green” is co-financed by the Federal Ministry for Economic Cooperation and Development (BMZ) and the State Secretariat for Economic Affairs (SECO) Switzerland, and it is implemented by GIZ. It supports central government and municipalities in their ongoing efforts to modernize waste management and introduce circular waste management approaches in line with the Kosovo Integrated Waste Management Strategy (KIWMS) 2021-2030 and its two-year Action Plan.

As part of the Stabilization and Association Agreement with the EU, Kosovo must align its laws with the EU acquis, including Chapter 27 on environment and climate change. The Kosovo4Green project supports this by improving legal, institutional, and planning frameworks for urban planning and integrated, climate-sensitive waste management at both municipal and inter-municipal levels.

Kosovo’s current legal framework provides several entry points for private sector engagement, including public procurement, public-private partnerships (PPPs), and service contracting; however, the institutional guidance on how to navigate these options is lacking. This results in underutilized opportunities for improving waste services and financing infrastructure needs. Furthermore, recent investments in Material Recovery Facilities (MRFs), landfills, and other treatment systems call for structured operational models, many of which could benefit from private sector participation.

The main objective of this assignment is to develop a comprehensive, practical, and legally sound guideline that enables Kosovo municipalities and relevant institutions to systematically and effectively contract private operators for waste management services and infrastructure projects.

The guideline shall align with the legal and institutional context in Kosovo, include clear steps for procurement, licensing, and partnership models, as well as mechanisms for monitoring, transparency, and accountability, and incorporate EU best practices and compliance with environmental and fiscal regulation.

Submission requirements:

1) A general overview or description of your organization (maximum 2 pages).
2) Average annual turnover for the last three fiscal years, at least 20,000.00 Euros/annually. Tax administration confirmation or audit reports should be submitted.
3) Evidence that your average number of employees and managers over the last three calendar years is at least 3 persons. Proven by official documents such as Tax Administration list.
4) At least three (3) references that prove experience in Municipal finances, guideline development, public procurement processes within the last 36 months.
