Call for expressions of interest (EOI)

The GIZ Office in Kosovo is planning to launch a tender for “Digital Transformation of Employment Services” and is asking service providers to submit an expression of interest for participating in the tendering process. The objective of this project is to design, develop, deploy and operationalise a secure, modular and fully self‑service digital Employment Services Management Platform. The platform shall reduce administrative burden and create a seamless digital experience for job‑seekers, employers, Agency of Employment of the Republic of Kosovo

staff and partner institutions by automating core processes and integrating with national registries (Civil Registry Agency; Administrative Register of Beneficial Owners; Ministry of Education, Science, Technology and Innovation) and the eKosova portal.

Interested service providers (companies) are invited to submit the following:

All documents must be submitted in English language but do not need to be verified by a court translator and simple copy of documents is sufficient. All documents must be submitted in English language.

Interested companies are invited to submit their electronic application in English language. The deadline for submitting the application is 03.09.2025 at 15:00h via email at: [email protected] , titled/labelled as “83489459 - Digital Transformation of Employment Services Platform”

• Bids must be submitted in pdf format.

• The size of emails for quotation is limited to 20 MB. In case the quotations exceed the maximum data size, quotation documents must be sent via filetransfer.giz.de. Please include the password in the email!

• You should use the reference number 83489459 otherwise we cannot consider your offer

GIZ may decide, at its entire discretion, to give a weighting to the various selection criteria. Please note that GIZ is not bound to select if the EOI received are not of sufficient quality or for any other business reason. In such circumstances, we may re-issue this Call or cancel it completely. No legal obligation will arise until the service provider concerned has signed a contract with GIZ.
