Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, is announcing the following:

Call for expressions of interest

The GIZ Office in Kosovo is planning to launch a tender for the “Inventory and Analysis of Administrative Services in Municipalities across Kosovo” aiming to reduce administrative burden. This involves several key steps: first, engaging stakeholders and establishing communication; second, collecting data via surveys, field visits, and documentation to create a detailed service inventory; third, analyzing services by evaluating legal frameworks, process efficiency, and compliance with regulations; fourth, recommending simplifications, digitization opportunities, and legislative changes; and finally, preparing a detailed report and presenting findings to stakeholders for feedback and refinement. The project aligns with new indicators for administrative burden reduction within the Municipal Performance Grant System and seeks to streamline and improve service delivery across Kosovo.

Interested service providers (companies) are invited to submit the following:

1. General overview or description of the organization (max 2 pages)
2. Proof of legal status (registration specifying field of services and/or certification documentation); Service provider’s details (name, postal address bank information, etc.).
3. Average annual turnover for the last three fiscal years, at least 40,000 Euros/annually. Confirmation from the Tax Administration of Kosova is required.
4. Minimum 4 employees for the past 3 years, confirmation from the Tax Administration of Kosova is required.
5. Proven experience in public sector consulting, and data collection and analysis in Kosovo (two references/projects) and
6. Proven experience working in different projects in Kosovo (two references/projects)

All documents must be submitted in English language but do not need to be verified by a court translator and simple copy of documents is sufficient. All documents must be submitted in English language.

Interested companies are invited to submit their electronic application in English language. After the evaluation of received expressions of interest, the chosen companies will be contacted and invited to take part in the tender. GIZ shall not bear any costs and expenses incurred by any bidder during the tender procedure and shall retain right to acceptor refuse completely any offer, annul, or repeat the procedure at any time before the execution of a contract, holding at the same time no liability towards the bidders, and shall have no responsibility to provide reasons for such decision. The tender dossier will be sent only to short listed service providers.
