Dear Applicants,

The Community Development Fund (CDF), a leading NGO in Kosovo since 2000, is implementing the Empowering Environmental Civil Society Organizations in Kosovo (EECSOK) project with support from the Embassy of Sweden, represented by Sida. The project aims to strengthen the role and capacity of Environmental Civil Society Organizations (E-CSOs) to address pressing environmental challenges. At 1.5 years of implementation, including a six-month inception phase, the project has built a strong foundation for long-term environmental advocacy by directly supporting its implementing partners, E-CSOs, through tailored capacity-building and engagement activities.

CDF invites qualified evaluation companies to submit proposals for conducting the Mid-term Review (MTS) of the EECSOK project.

Purpose and Scope of the Review:

The MTR will assess the quality, progress, and performance of the EECSOK project, providing evidence-based insights to inform decision-making for the remaining implementation period. It will also capture lessons learned and present recommendations for improvement.

The MTR should further examine how partner activities align with Kosovo’s national environmental priorities, EU environmental directives, the Green Agenda for the Western Balkans, and Strategy for Sweden’s reform cooperation with the Western Balkans and Turkey (2021-2027).

The evaluation will apply OECD/DAC criteria, relevance, effectiveness, efficiency, and sustainability, while adhering to OECD/DAC Quality Standards and Sida’s Glossary of Evaluation Terms.
