Recruitment for Public Outreach Specialist

Chemonics seeks a candidate for the position of Public Outreach Specialist for the USAID-funded Kosovo Justice Activity. The purpose of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law. This activity builds on USAID’s previous projects in Kosovo and lessons learned by USAID/Kosovo, local partners, and other donors.

The Activity is organized by three integrated objectives, 1) Quality and Accessibility of Justice Services Improved, 2) Citizen Understanding, Engagement, and Trust of the Justice System Improved, and 3) Effective Innovations in the Justice Sector Developed. Community-based activities under Objective 2 anchor the Justice Activity in Kosovo by defining the problems to be solved under Objectives 1 and 3.

Position Description

The Public Outreach Specialist will provide support and guidance to court and legal services staff in developing, implementing, and monitoring communications strategies, engaging with media outlets and CSOs for public dialogue on justice services, as well as communicate justice reform policies, priorities, and achievements. The Specialist will supervise and provide quality assurance of international experts and Kosovar experts deliverables to project standards.

Principle Duties and Responsibilities

As Public Outreach Specialist, the employee is responsible for the following principle duties and responsibilities:

  • Support team members and institutional partners to implement their communications strategies through crafting strategic messaging around important reforms, including key information about progress and outcomes.
  • Support institutional partners(courts, free legal aid service providers, Kosovo Judicial Council and its bodies, Ministry of Justice) to organize quality public awareness and public outreach events, such as press conferences and roundtables, around milestone accomplishments.
  • Monitor and provide advice to KJC court PIOs in ways to improve prioritizing and targeting messaging that focus on the role of the courts in society and how these services impact citizens in the community.
  • Serve as Justice Activity’s liaison with media, including ensuring media coverage of project-supported events, and fostering similar productive engagements with institutional partners.
  • Work closely with project technical staff to ensure communications needs are met across project objectives.
  • Work closely with creative teams and external vendors to oversee the entire production process, ensuring the design and development of high-quality promotional materials, including videos, brochures, and pitches.
  • Working with technical experts, MEL specialist, and international communications consultants, ensure that the project captures outcomes relating to people’s justice journeys to counter public mistrust and reshape public discourse.
  • Working closely with project leadership and home office PMU, manage project communications and reporting requirements, ensuring that contract deliverables are high quality and meet USAID requirements.

Required Skills and Qualifications

The position requires an individual with:

  • Academic training in media, public relations, and/or communications, or a related field resulting in a recognized undergraduate degree.
  • Prior experience working on USAID-funded projects in the justice sector preferred.
  • Prior experience with technical assistance projects and work with donor-funded projects is preferred.
  • Strong interpersonal and communications skills, including the ability to communicate clearly and concisely both orally and in writing.
  • Fluency in English required, proficiency in Albanian or Serbian preferred.

This is a full-time position in-office, subject to annual contracts and renewable based on successful annual employment appraisals. The duty post for this assignment is Pristina, Kosovo and regional locations as required.
